more from the non-official community were at

now under consideration.

I agree that it is highly desirable

that the Hong Kong Royal Naval Volunteer

Reserve and Hong Kong Naval Volunteer Force

should have shore-headquarters but the need

for extending the headquarters of the Hong

Kong Volunteer Defence Corps is the greater.

and must take priority. I hope to begin

building the latter shortly.

approval: a message to that effect would

greatly gratify them.
