he said that the prospects of getting many

more from the non-official community were at

all bright:

I advised him to discuss with the Commodore

the feasibility of getting, say, a dozen

sea-faring men of the officer class from

Shanghai. I believe that this suggestion is

now under consideration.

I agree that it is highly desirable

that the Hong Kong Royal Naval Volunteer

Reserve and Hong Kong Naval Volunteer Force

should have shore-headquarters but the need

for extending the headquarters of the Hong

Kong Volunteer Defence Corps is the greater.

and must take priority. I hope to begin

building the latter shortly.
